In reply to your letter of the 23rd. instant, I am directed to inform you that while the Governor concurs generall

in the interpretation therein set out under the headings A,B, and C of the phrase "Vital Requirements", the point is one which it

is desired that the Committee should specially consider and on

which it should make a recomandathon.

His Excellency is of opinion, however, that full account should be taken of Allied and Neutral Shipping at present trading with the Colony, and the opinion, supported by reasons, of the Committee is desired on the point as to how for the continu- -ance of the services of such shipping with the Colony con be

relied upon,
